Default I need help to id these 2 dance tunes

the first song was released in 1997. i have an old recording on tape of carl cox on radio 1 playing a 4 hour set. it wasn't an essential mix, it was the review of the year, hence i can't find a track-list anywhere on the internet.

the set included a remix of discotheque by u2. towards the end of the set, cox plays a house tune containing the words "it should have been you", in a male computerised voice (sorta like the voice in flawless). a girls voice yells "yeah" after each "it should have been you".

another dance song i'm looking to ID was on the annie nightingale show around '98 or '99. it's not tecno, but it's not conventional house either. it contains an old sample of some american leader shouting, "and nation after nation, we must penetrate!". earlier in the song, a different voice speaks "i hear a call from god, a real god".

i would be grateful for some help, as i have been trying to id these songs for years.
