Yes उस समय तक and जब तक are used together many times.
It is like you lay a condition before someone saying ------- won't happen till you do ------
Eg.
Tumhe Us samay tak khana nahi milega jab tak tum maafi nahi maangte
You Won't get food till you say sorry.
Many times instaed of उस समय तक - Tab tak - तब तक
Tumhe tab tak khada rehna padega jab tak tumhe apni galti ka ehsaas nahi hota
You will have to remain standing till the you don't realize your mistake.

It is used with the words Khabar meaning News - To Mean That we have a news or we simply know something
Eg.
Tumhare Paas Suresh ki koi khabar hai - Do You Have any news about Suresh?
