Solved: Movie name!

This is a movie and not a song that i need help identifying.

All i can remember is that it's about little kids who were trying to find out whether their neighbor murdered his wife. they were searching inside his house and said something like, "maybe they chopped her up into tiny pieces and flushed her down the toilet."

Then they were outside at some point and underneath the porch they saw a ring. when they dug further it was the wife's hand.

i believe this was a 90's movie.
