i think not very rare song. Maybe to decipher lyrics clear it ..

Well, the timeline is wrong. My hint is actually from the early 80's when "The Arrows" band was formed. Little could be heard of the "1976" song because of the quality. Yet, the style reminded me of The Arrows "I Love Rock and Roll." This probably is not what you're looking for, but perhaps if the 1976 date is wrong . . . Who knows? . . .This version is available on The Arrows "Tawny Tracks" rarities album:
