    oj perhajr qe u feju halili e ishalla gezimi lumturija harmonija e percjell gja gjith jetes.

    Urime fejesa e Halilit e inshalla gjithmon kan jete te lumtur.

    That is actually very dialectic Albanian. It's Ghegh dialect. I don't know where you got it but I could have been spoken anywhere in Kosovo.

    The translation:

    O perhajr qe u feju Halili e ishalla gezimi e lumturija harmonija e percjell gjat gjith jetes
    Congratulations that Halil is engaged and "God willing" the joy, the happiness and harmony follows him throughout his life.

    Urime fejesa e Halilit e inshalla gjithmon kan jete te lumtur
    Happy Halil's engagement and "God willing" they'll always have a happy life.

    the word ishallah, inshallah is from Arabic and means "God Willing".
