    This is a totally mainstream song, probably 90s, and a snippet is often played on tv. But not on the music channels that I've seen.

    It's a really slow song, the girl whispers in French (I think?) something short, 3 syllables, and then she stops and we hear this kind of tigery(?) music in the background. Any ideas?

    talkin' about this all-time 1960s classic "Je T'aime (moi non plus)" by Serge Gainsbourg & Jane Birkin ?
    Does not seem to fit into your time-frame, but WTH

    No, I've heard that before (I think in The Simpsons). When I first heard it I thought it was a joke/parody love song.
