Need help identifying a rap song

I only heard it one time, this weekend on a local radio top 5 requested type thing. The lyrics i heard repeated were something to the effect of:

"over the city, over the town, i rule over this underground hiphop sound"

it sounded almost like KRS-ONE but i cant find the title or artist anywhere. Thanks in advance!

also something about how his cape strangles people, that just came to me and i dont know the context sorry
