Understanding a few things in Standard Arabic

what is a بيت عزاء
At another point, it says that she ارتمت على something. what does ارتمت mean

1)I don't know if we can say "house of consolation" in English as in Arabic "بيت عزاء'.but "بيت عزاء" means the place where consolation takes place.
so, the first sentence means that he didn't open a house of consolation for her (as I understood the author is talking about her brother here)
2)The author wants to say that the mother threw herself on the body of her daughter. ارتمت=threw
3)as you wrote "توشحات" means that the clothes are embroidered to be more clear 'the clothes has embroidery'
"توشحات " is a noun and it's plural
