French dance-track from the late 90s

Hi folks.

I have tried to find this track for about 13 years. I really hope you can help me here

I believe it was released about 1999. It could easy had been on Dream Dance 14-18, but it ain't.
It goes pretty much as a common dance track of that time. There is a short deep male vocal speaking something in french, and after a female pretty much repeats it. After that the melody starts. The melody is made of about the same sound as the melody-sound in Miss Shiva - Do You Feel So Right and has about same tempo and dynamik in it.

I have no idea of the popular french dance tracks in that timeperiode. Please help. Everything appreciated.

I may expressed me wrong. It is not the exact same melody-notes used. It is the pitch and style that are alike. Regards.
