Early 90's Techno Song "Welcome"

This is a song I heard in ALL the clubs in the early 90's that may even have been played in the late 80's except for the fact that I was slightly too young to go clubbin'.

The main gist is a relatively slow techno beat with a deep man's voice saying, "Welcome" throughout. I swear I thought there was another guy on the record too who occasionally just talked and at some point said, "My name Eugeno...(then a pause) Latino" followed by a laugh at his clever joke. Crossing my fingers that I'm not mixing tracks with the Eugeno Latino guy.

It's pretty bad but I have SUCH fond memories associated with it and I'm looking to add it to my 40th bday playlist in a couple of weeks.

PLEASE any of you old school DJ's help me out if you can. Surely many folks out there have this record on vinyl and can recall the name. I can't find it anywhere on YouTube and searching Google is coming up with nothing.
I would be greatly obliged to anyone who can help.
