Mind-blowing song with vibraphone

Hi there!

For many years I've been desperately trying to idenfity one song that I heard only once around 2000. What do I remember about this song?

a) the lyrics are in English but I remember only a few words ("is over", "I see") and I'm not sure of them
b) you can hear the beautiful sound of vibraphone throughout the song (a very distinctive feature!)
c) male vocals but in fact the guy does not sing but it's rather a melodeclamation
d) drums seem electronic, their beat is slow, monotonous and hypnotizing
e) the song must have been recorded in the late 1990s, it's not a very old one
f) as far as its genre is concerned, I would say that it's rock (though experimental), not jazz

Can anyone help?
