Really need help identifying this song

Alright heres the deal I have had this part of a song stuck in my head for the past 3 days now and no matter what I do I can not find out what song it is. If you anyone could get me the artist and song name, or at least one or the other, I would be very appreciative! I know its a post punk song and its from the 1980's.
