I am going nuts trying to figure out this song i heard a quick clip of ? I swear it sounds like they are saying .."(something something something) on a 45"?.. It is fairly old maybe mid 90s any help would be great!

Sounds like you're looking for 'Brimful of Asha', it's by Cornershop from their album 'when I was born for the seventh time'.
In fact the particular version you want is (probably) the Norman Cook remix which is livelier and poppier than the original album version.
