I don't mean to be rude but such poor Spanish as Shakira's (about 300 words which she repeats all the time in texts as deep and ellaborated as nursery rhymes) would hardly qualify anyone in any language to be considered the best lyricist.

The link you provided is full of misspellings and there's not a single accent on the words. The person who posted that lyric didn't know Spanish very well nor can he/she spell correctly.

Imogen Heap is really fantastic, among her best lyrics—and songs—are: Aha!, Hide and Seek, Goodnight and Go, and Canvas.

Regina Spektor takes second place(in my odd opinion), simply because her lyrics are so soothing and quirky.
