Hello everybody!

I'm looking for an early 90's techno track (probably German) which has a rather long intro in which the following sample is repeated: 'The logic of war seems to be, that if the belligerent can fight, he will fight"
The same sample is used in a :wumpscut: track named 'Logic of War' but that's not the track I'm looking for.

I can't tell you more about the music itself, I just distinctly remember that sample. Any ideas?
