I can not think of this artist's name. She was a young female singer rock/pop that had a video is the late 90's. She was a young skinny girl that had this large sweater and her underwear on in the video knocking stuff around and lying on the floor. Long straight dirty blond/light brown hair. The girl had a very mature voice. Can someone help me think of her name?

If she also wears heavy eye make-up, my guess is Avril Lavigne.
