anyone recognize this song?

The song is about this guy in an underwater bar full of sea life. It is a funny talking song. Some of the phrases include "he slipped me a fin"; "but he was just a shrimp", etc. I thought it was a Ray Stevens song from the 60's or 70's but I can't find it. Help!
