Yes, they mean the police by "lacivert ordu". In the lyrics. they say "Yaşar mıyım? -Şansım yüzde 50" and they mean even a police department is not safe.

It seems that it's a ctiticism on the police and this song is dedicated to Festus Okey, a foreigner (from Nigeria) killed in a police department in İstanbul in 2007 (That's what I found, I don't remember such an incident) He is said to be killed by a stray bullet. What a shame!
