Lightbulb Solved: Please ID 80s pop-funk, a bit like Third World

Here's another unsolved enigma, second and last for today.

Must have been released between 1980 and 1983, doesn't sound any newer to me.
Lyrics before "in the city" may help as well; I don't understand anything before that.

    In the city
    (Every day, yeah)

    THANKS GUYS !!!

    Hugs to ya...
Been looking so long for this...

But at least I was 99% sure that the very part before "...in the city" which I did not understand WAS the title

Thanks Dan. Hmm, again I read 1980 ?!

Now I'm puzzled! The earliest record of this I could find was from Silver Screen Records in about 1983 (SSR 113).
(SSR 114 is 1984, so 113 could be at most same year or the preceding one)

    But 1980?!

Neither did I find anything on musicstack. Maybe the 1980 original record is really that rare...

I found this video, if correct, supports 1980

American Steel appeared at club SNAFU in Manhattan on December 1, 1980. They performed their latest single "Hustlin' Time" on Silver Screen records. "Hustlin' Time" was written by Etienne Mauge and produced by DSM Producers & Louis DeAngelis.

American Steel had a 12" release in 1979 titled Cabride (Away From Your Love) on Blue Collar Records.

'Blue Collar Records' and 'Silver Screen Records' were located in New York City

Well I do know of that "SNAFU" video, but I would NEVER take dates for granted that were posted on YouTube, rather those from Discogs where people upload "real evidence" like record sleeve scans and whatnot.

The problem with some of the record labels is that they did not include the date on the sleeves. I know that Uptown had a big hit in 1983 '(I Know) I'm Losing You" That song was on several labels including Silver Screen Records SSR 111. After looking at some 12" Hustlin' Time records for sale, it appears that 1984 is the correct year.
