Manushya is used when referring to mankind or humans as a whole
for eg.

This sentence with Hai/tha is more comple
It translates to
The Trade Union building with the opposition is/was using as base has been set on fire.
The Gai Hai part makes it a complete statement leaving no space for any ambiguity
eg.
Kal raat ek varisht patrakaar ka qatl kar diya gaya - Yesterday night a senior journalist was/has been killed.
if you add tha in end
Yahan kuch mahine pehle ek varisht patrakaar ka qatl kar diya gaya tha - Here some months back a senior journalist had been killed.
But coming to the second sentence
विरोधियों ने ट्रेड यूनियन की जिस इमारत को अपना ठिकाना बनाया हुआ उसमें आग लगा दी है it may be translated the same but it sounds
incomplete seeking the Doer of action it would have been better if it told who did the action.
विरोधियों ने ट्रेड यूनियन की जिस इमारत को अपना ठिकाना बनाया हुआ tha उसमें suraksha balon ne आग लगा दी है
The Trade Union building with the opposition is/was using as base has been set on fire by security forces..
in other example
Kal raat ek varisht patrakaar ka qatl kar diya . By Whom?
Kal raat kuch agyat vyaktiyon ne ek varisht patrakaar ka qatl kar diya - Yesterday night a senior journalist was killed by some unknown persons.
So we can say - Gaya or Gayi form is used when we don't wish to tell who the doer of the action is. Atleast not in that particular sentence. The speaker might mention the doer later.
But if you frame it without gaya or gayi you are obliged to mention who did the action otherwise it looks incomplete.
