Yes, typically, if you're using Windows, you'll find your "regional and language options" in the control panel, click on the "languages" tab, click "details", and "add" the Russian keyboard. A little box will now appear on the right hand side of your taskbar, saying EN for English (if that's your main language). You can click on it and choose RU for Russian. You can add as many languages as you want. The problem is that it's set up to work with a physical Russian keyboard (like, if you have Russian letters on your keys).
But, there is something handy here that works in conjunction with the Russian layout. It will allow you to type phonetically, so you can think of the closest English letter and be able to type the corresponding Russian letter. Of course, not all letters match up, but most of them do, and it's been quite useful for me. The file is free, safe, and easy to install.
