    closest I can guess:
    "burda e cartel" is a videogame
    "burda de cartel" it's used to express something like: "this/that is THE sh1t" or something similar
    if you play your cards right... everything's gonna be alright

    thanks for answering it was said by a venezuelan so im thinking could it be venezuelan slang?

    Hmmm... might be... I'm really not sure, but I think I've seen it/heard it in sentences like:

    "Esto es grandioso, burda de cartel!" used in that type of context, I'm assuming is just an idiomatic expression to say something is awesome. I don't know specifically which countries use it, where it comes from, and it's origin though... But I hope it helps
    And also, I googled it and it comes up as a videogame
