I don't want neither the parts of Turkey nor the parts of Bulgaria. i like making you guys happy haha.. now then for your question... zashto means why, zashto li is more in the lines of i wonder why though not exactly.. it implies she wonders but doesnt say the word wonder... makes sense? as for the past tense translation, nakaza is past tense.. the present tense of the verb is
nakazvam - i punish
nakazvash - you punish
nakazva - he/she punishes
nakazvat - they punish -
