It is a past tense. In Spanish there are several past tenses. The most important ones are those:
Perfecto is used to express a past that has a relation to the present (e.g. today, this week, this year - a period of time that is not over yet even though the action is).
Example: Hoy he visto a mi amigo Juan.
Imperfecto describes the background in the past, what is always like that, regularly done etc.
Indefinido describes the actual actions in the past.
Example: Caminaba por la calle cuando de repente vi a Pedro.
Pluscuamperfecto expresses the past of the past, what had happend before other things happend.
Example: Ya había comido cuando llegó mi madre.
