Maybe you just picked a bad example but I do not get what you mean. Your example is: Ein sauberer Löffel; sauber in this case is the adjective. Do you mean "säuberlich"? I'd say that this is not commonly used anymore, it is an adjective as well. When you're unsure about which of these two you'd use in a sentence: Just pick the first anyways! You can't be much wrong with that!
