    I believe:

    "Are you ignoring me?" is ¿Me ignoras?

    Or if it's happening in that moment: ¿Me estás ignorando?

    "Don't ignore me." is No me ignores.

    But you might want to wait till someone else chimes in to make sure I'm correct.

    it can be both... i.e.

    when you have time, we can chat = cuando tengas tiempo, podemos platicar/chatear

    when you have time to chat? = ¿cuando tienes tiempo para platicar? //only when its a question
