I don't understand why llegara works for 'would arrive' and not 'arrived' when it's a past tense subjunctive verb.

I don't see why these 2 can't be the same in Spanish. Especially if I hope Mario 'arrived' and I hope Mario 'has arrived' are both Espero que Mario haya llegado.
