yeah that's right....I don't know either what the rule is but if you want to say such a sentence you have 2 options and both of them have the same meaning so it's up to you whether you use "i" after an adj or aftre a noun...look at this example :
1-Iran keshvari ziba ast.(Iran is a country which is beautiful)
2-Iran keshvare zibayi ast.(Iran is a beautiful country)
-Oo dokhtari chagh ast.(She is a girl who is fat)
-Oo dokhtare chaghi ast.(She is a fat girl)
as u see, the meaning is slightly diffferent but not very much so you can use them interchangeably![]()

Isn't it disrespectful to refer to people as "anha"? The form I learned for "they" is "ishan" with the possibility to refer to things as "anha"... but the book I learned most of my grammar from is about 50 years old, so things might have changed.
Also, can someone tell me what "ghamkadeh" means? I know gham means sadness and kadeh means house, but do the words have any special meaning in this combination?
You're right , in our grammar books it's written "Ishan" but usually we say "Anha" and it's not disrespectfulbut sometimes when you want to be more polite you can use "ishan(in conversation :ishoon )" to refer to a single person.
for example , instead of saying " he said/she said", If you want to be more polite you should say : Ishoon farmoodand(goftand) . but you can't use Anha for such a sentence. I mean if you say "Anha farmoodand" it doesn't refer to a single person and it shows several persons.
You analyse "ghamkadeh" correctly..it refers to every place which is full of sorrow and sadness.
