Qaraar - Releif
Eg. Har dawa lekar dekhli lekin dard se qaraar nahi aaya - I tried every medicine but I could get relief from pain.

No. When you say "ko lekar" about an issue you use it in a sense of "about"

I wonder why after महसूस it isn't written होता है or simply है, and when we must use one or the other.

महसूस है - Is Wrong there is no phrase like this.

Mehsoos Hota hai - Present tense

Eg.

Kabhi kabhi mujhey bahut akelapan mehsoos hota hai - कभी कभी मुझे बहुत अकेलापन महसूस होता है - Sometimes I feel very lonely

But the above sentence is in Past tense.

In past it is either Mehsoos Hua or Hehsoos Kiya.

In the sentence उन्होंने महसूस कि कुछ मामलों में एकलव्य अर्जुन से बेहतर था|
Kiya (किया) is missing - उन्होंने महसूस किया कि कुछ मामलों में एकलव्य अर्जुन से बेहतर था|
"He realized that in some things Eklavya was better than Arjun"

You might be wondering why Mehsoos Kiya and not Mehsoos hua.

The Answer lies in the beginning of the sentence

if the sentence begins with Unhoney (उन्होंने ) as in the case above it is Mehsoos Kiya.
