Please help me identify this tune featured on "This day in History", which is a one-minute clip from History dot com.

The tune sounds like a solo in a ska song (might be 2 tone or third wave) and it features several brass instruments. The excerpt lasts only 9 seconds, starting at 0:42 (the excerpt ends at 0:51).
