song, refrain starts with He's a dreamer (or something close)

I need your help. I heard a song, and I recognized it, but can't come up with the title and performing artist... Can't sleep, before I know what it is... The refrain has the words "He's a dreamer, and he knows just what to do, starting to understand" (or close to that anyway)and goes on with "he's a dreamer," and than slightly different from the first few sentences.... The refrains differ from eachother, but are all starting with He's a dreamer or I'm a dreamer....

Please help me! I recon it was a song from begin nineties, but maybe late eighties....
