Ohh, it was quite popular some time ago, she somewhere sings: "The music's playing..." and "The party's started" or similar.

If i could only remember even one good line from this song, because i can't get any words from your sample. If someone could hear and write down even few actual words from this sample, then i think, it would be seconds, when we find this on net.
