I found something on google... "El Cerrito Place" by Charlie Robinson. But I don't think it's the song you're looking for. This one actually kinda sucks... It's not at all funk or dance... It's actually kinda like... Some dude singing country. I didn't like it, and the song that you described sounds to me like I'd like if it's funk.
