Tibia claridad, que vi por mi calle pasar

The word tibia means tibia in english - a bone. This obviously doesn't sound right - do you know if tibia clarity is some sort of figure of speech. I thought it might come from a verb but I don't see any tib verbs in the dictionary.

Any ideas?
