it depends whether you want to make nominal clause جملة إسمية so you'll start with noun, or you want to make verbal clause جملة فعلية so you begin with verb

الفاعل والمفعول به يكون في الجملة الفعلية
أما في الجملة الاسمية فهو مبتدا وخبر
you can't apply english grammar to aranic this way

When there is a verb and a noun (I am not discussing الجملة الاسمية), you should always put the verb first. It's stylistic. Both are right (but SVO is a lot more common in colloquial Arabic).
